SOCIALLY DANGEROUS EFFECTS OF THE INTERNET AND OTHER TELECOMMUNICATIONS INFORMATION SYSTEMS ON THE LEVEL OF JUVENILE DELINQUENCY IN UKRAINE UNDER MARTIAL LAW

This scientific article analyzes archival criminal proceedings, official statistics and doctrinal sources related to the problems of preventing and countering criminal offenses committed by minors under martial law in Ukraine.
In particular, in view of the military situation that has developed in our country, it is possible to ascertain the formation and development of new types of crimes in connection with this, which have an increased public danger and require an adequate reaction of law enforcement agencies and the court to their commission, prevention and countermeasures.
First of all, we are talking about such criminal offenses, the subjects (or accomplices) of which are minors, such as: participation in collaborationist activities; espionage; looting; fraud related to volunteering, etc.
Based on the obtained results of this study, one of the modern determinants that contributes to the commission of the above-mentioned crimes was established, namely, the socially dangerous influence on the formation of illegal motivation and behavior of minor offenders of the Internet and other telecommunication information systems.
Taking into account the specified circumstances, this scientific article proves the need to increase the level of legal responsibility of the relevant state control bodies and the owners of the specified information systems for the quality of the products they publish, as well as to create on their part legal "filters" of information that should be inaccessible to certain categories of children (up to 9, 11, 14 years old), as well as for all minors in general.
In addition, attention was drawn to the low level of special criminological prevention of crimes carried out by the relevant entities, and the need to improve the legal mechanism on these issues was substantiated.
