The article examines the administrative and legal foundations of digital governance in future ecological cities, with a particular focus on the role of artificial intelligence technologies in transforming the public administration system of the urban environment.
The purpose of the article is to examine the administrative and legal foundations of digital governance in future ecological cities, to determine the role of artificial intelligence technologies in urban governance, and to develop the author's model of administrative and legal support for digital governance in Ukraine.
The study employed general scientific and special legal research methods, including the systemic-structural, comparative legal, formal legal, and legal modeling methods. Their application made it possible to examine the administrative and legal foundations of digital governance and to develop the author's model of its legal support for future ecological cities.
The study establishes that the ongoing processes of digital transformation and the development of the Smart City and Smart Eco-City concepts necessitate the formation of a new model of urban governance based on the use of big data, the Internet of Things, digital platforms, and artificial intelligence technologies. The research reveals the absence of
a comprehensive administrative and legal framework governing digital governance in ecological cities in Ukraine. An author's model of administrative and legal support for digital governance is proposed, encompassing five interrelated components: normative, institutional, technological, human rights, and environmental. Furthermore, the article introduces the concept of the digital rights of residents of ecological cities and proposes a system of Green Digital Indicators as a tool for assessing the effectiveness of urban governance.
It is concluded that effective digital governance of future ecological cities requires a comprehensive administrative and legal framework based on a balance between digital transformation, environmental security, and the protection of human rights. The study substantiates the need to improve the national legal framework in accordance with European standards and the requirements of Ukraine's post-war recovery.
