The scientific article provides a comprehensive theoretical and legal analysis of the regulatory and legal framework for the legal security of youth under the specific conditions of the martial law legal regime, necessitated by the radical change in the architecture of law and order following the full-scale armed aggression against Ukraine. The author emphasizes that the category of "legal security of youth" is acquiring strategic importance as a foundation
for preserving human capital for the post-war recovery of the state and as a guarantee of personal protection against existential threats. The study explores the pluralism of approaches to understanding security as a general sociological category and analyzes its reflection in domestic legislation, where the concept of national security occupies a key position. It is established that despite the existence of sectoral research, a unified interpretation of the concept of "legal security of youth" is currently absent in legal doctrine and official discourse in Ukraine, which creates theoretical gaps and hinders effective state planning. Based on an analysis of specific factors – the transitional nature of the legal status of persons aged 14 to 35, the digitalization of vital activities, and the challenges of wartime – the author formulates an original definition of the legal security of youth as a complex institution and a state of protection ensured by a system of regulatory guarantees and preventive mechanisms. The evolution of the regulatory framework under war conditions is examined, including the transformation of the Law "On the Basic Principles of Youth Policy," the adaptation of labor and educational legislation, and the role of digitalization through the "Diia" platform in creating "mobile" security mechanisms. The conclusions emphasize that the current system is in a state of active transformation, and the formation of a holistic legal institution for youth security should become a strategic priority to ensure the stability of an individual’s legal status in conditions of global turbulence.
