THE ROLE AND SIGNIFICANCE OF LOCAL SELF-GOVERNMENT IN UKRAINE DURING THE RUSSIAN-UKRAINIAN WAR

The article is devoted to the role and significance of local self-government in Ukraine during the Russian-Ukrainian war. The task is to identify the main problematic issues in this area, in particular, the balance of power and authority between the central government and local self-government, the expediency of respecting the right of local government to autonomy in decision-making, the activities of self-government in temporarily occupied territories and territories with the status of de-occupied, financing of the Defense Forces from local government budgets, and also to analyze the positive and negative factors of the reform of decentralization of power in Ukraine.
The purpose of the article is to analyze the role and significance of local self-government bodies in Ukraine during the legal regime of martial law and to provide proposals for improving their activities in the mechanism of public administration at the stage of reform.
To achieve the goal and taking into account the subject and objectives of the study, the author of this article applied general scientific and special methods. The general dialectical method of scientific knowledge was applied to study the legal mechanism and characteristics of local self-government in Ukraine, in particular, internally displaced persons during the Russian-Ukrainian war.
It is emphasized that local governments are acquiring a key role in ensuring the energy sustainability of communities. Their primary task is to ensure uninterrupted power supply to critical infrastructure facilities (decentralization of the power system, possibly as distributed heat generation).
It would also be advisable to develop, adopt and implement the laws of Ukraine "On Territorial Communities in Ukraine" and "On Financing the Defense Forces from Local Budgets".
