The article provides a comprehensive analysis of the transformation of international social security law in the context of armed conflicts, global economic crises, migration processes, and the digital transformation of society.
The institutional role of international organizations in forming the modern architecture of international social protection and ensuring the realization of human social rights is explored. The activities of the United Nations, the International Committee of the Red Cross, the International Labour Organization, and the European Union as key subjects of international legal regulation in the field of social policy are analyzed.
Particular attention is paid to the problems regarding the effectiveness of international mechanisms for ensuring social guarantees, specifically institutional limitations, the lack of coercive instruments of influence, the politicization of international structures, and the impact of the veto power mechanism in the UN Security Council on the functioning of the collective security system.
The specifics of the impact of full-scale armed aggression against Ukraine on the national social security system and international humanitarian cooperation are revealed. The necessity of modernizing international mechanisms of social protection through the digitalization of coordination and monitoring procedures, strengthening state accountability, and improving legal instruments of responsibility for violations of international humanitarian law is substantiated. The concept of establishing a coordinating supranational mechanism in the field of international social policy as a tool for enhancing the effectiveness of global governance is proposed.
It is concluded that the further development of international social security law should be based on the principles of justice, solidarity, sovereign equality of states, and the priority of protecting human dignity in conditions of global instability.
