Abstract

The article analyzes the criminological characteristics of juvenile delinquency. Specific features of this type of crime are highlighted. The most common criminal acts committed by minors are listed. Attention is focused on the fact that the measures taken by the internal affairs bodies and other prevention subjects to stabilize the criminogenic situation in the adolescent environment turned out to be insufficient. Criminal statistics indicate negative qualitative changes in juvenile delinquency, expansion of the boundaries of their criminal manifestations.

This article establishes that in connection with negative processes among minors, the rule-making process is increasingly affected by the needs of the practice of combating juvenile delinquency.

It should be noted that the trends of the growth of juvenile criminals with mental disorders also indicate a noticeable decrease in the educational functions of educational institutions, when adolescents in conditions of social and legal insecurity are unable to independently find a way out of a crisis situation, adequately and critically evaluate it, remaining self-sufficient, feel spiritual the pressure of the criminal world and its values, rather than the institutions of civil society.

Juvenile delinquency is a well-founded concern given its close connection with adult delinquency in our country. The updated problem of juvenile delinquency shows that its true causes and conditions are of a prolonged nature, and countermeasures taken do not have a significant impact on the mechanism of reproduction of criminal behavior of this category of persons.

The analysis of law enforcement practice shows the low effectiveness of preventive measures taken. The effectiveness of general and private prevention is negatively affected by the lack of a regulatory framework for an effective process of resocialization, the inadequacy of measures taken against juvenile criminals.
