LEGAL GUARANTEES OF AVAILABILITY OF MEDICAL AND REHABILITATION ASSISTANCE DURING MARTIAL LAW

The article is devoted to the analysis of the effectiveness of the adopted normative legal acts in the field of health care in Ukraine, aimed at improving access to medical and rehabilitation care during the period of martial law.
During the analysis, theoretical (analysis, synthesis, generalization, systematization) and empirical (observation, classification) methods were used. The article also uses methods of statistical, comparative analysis, dialectic, extrapolation, etc.
It was concluded that during 2022–2023, changes were made to the current legal acts and new ones were developed, aimed at improving the mechanism of access to medical and rehabilitation care; the range of medical workers who can provide medical and rehabilitation assistance has been expanded; simplified document flow; new packages of medical services payable under the medical guarantee program have been increased; the number of medical service packages for which payment is made per treated case has been increased; providing rehabilitation assistance using telerehabilitation; changes were made to the procedure for providing emergency medical assistance; the procedure for conducting a medical and social examination for the period of martial law is simplified; the mechanism of their referral for treatment or rehabilitation abroad of servicemen who took part in hostilities; the mechanism of providing auxiliary means of rehabilitation (technical and other means of rehabilitation) to persons injured as a result of the military aggression of the Russian Federation against Ukraine has been improved.
Proposals have been developed to improve the legislation on legal guarantees for the realization of the right to medical and rehabilitation assistance.
