LEGAL REGULATION OF CIRCULATION OF BIOCIDAL PRODUCTS IN THE MEMBER STATES OF THE EUROPEAN UNION

The article is devoted to the analysis of the legal regulation of the circulation of biocidal products in the member states of the European Union. It has been established that an important element of the legislative regulation of the procedure for admission to the market and control of the circulation of biocidal products is the norms that provide for measures to ensure the health of consumers of these products, including animals, and the impact on the surrounding natural environment. The analysis of the experience of foreign countries, where the requirements for labeling, the procedure for introducing into circulation, import and export of biocidal products, as well as the types of violations in this area are established, are of great interest to Ukraine. Attention is focused on the regulation of control measures for compliance with the requirements of legislation on the safety of biocidal products, the procedure for obtaining a permit for providing biocidal products on the market.
The relevant legislation of the European Union, as well as the national legislation of Austria, Lithuania, Latvia, Romania, Denmark, Germany, the Netherlands, and Finland were analyzed.
During the analysis, theoretical (analysis, synthesis, generalization, systematization) and empirical (observation, classification) methods were used. The article also uses methods of comparative analysis, dialectic, extrapolation, etc.
