Abstract

The article is devoted to the analysis of foreign experience of legal regulation of the use of specialized ambulances in the conditions of COVID-19 distribution. Problems related to imperfect legal regulation of the emergency medical care system are highlighted. Emphasis is placed on the lack of scientific papers devoted to the study of this problem both in Ukraine and abroad.

Theoretical (analysis, synthesis, generalization, systematization) and empirical (observation, classification) methods were used during the research. The article also uses methods of statistical, comparative analysis, dialectical, extrapolation, etc.

Based on the analysis, it was established that in foreign countries, laws have been adopted regulating the activities of the emergency medical care system aimed at overcoming the COVID-19 pandemic. The conditions for the use of specialized ambulances of emergency medical care crews have been subject to increased legal regulation. Special procedures and safety instructions have been developed for the treatment of patients with COVID-19. The number of ambulances has increased. Search and rescue services of the armed forces are involved in the subjects of emergency medical care. The legal regulation of the provision of emergency medical care with the use of air vehicles for the transportation of patients with COVID-19 has received a separate development.

It is proved that the legal framework for ensuring stable financing of the emergency medical care system in Ukraine is currently imperfect and needs to address certain issues to prevent the risks of inefficient use of budget funds.

The expediency of strengthening the administrative and criminal liability of the subjects – managers of budget funds is substantiated. It is proposed to develop a State target program aimed at strengthening the material and technical base of the emergency medical care system and to develop criteria for the purchase of specialized ambulances.
