Abstract

This article examines "hybrid warfare" as a new form of international armed conflict in modern international relations. The authors consider the concept, nature and essential understanding of the phenomenon of "hybrid warfare", with the aim of developing ways of countering hybrid war. The article notes that the lack of a universal definition of "hybrid warfare" makes it difficult to determine responsibility for committing aggression. The authors believe that an agreed definition will contribute to the prevention of crimes of aggression in the form of hybrid warfare. At the same time, the authors identify that international law faces challenges related to regulation and definition of norms and rules in this new context of hybrid threats. Understanding the "framework" of hybrid conflicts is an urgent task in the context of modern geopolitical dynamics.

It is argued that in the modern world, where geopolitical relations are acquiring new realities, hybrid war is becoming an increasingly effective tool for strong states with available resources. This type of conflict, which combines various aspects such as information warfare, cyber attacks, diplomatic influence and military action, allows only states with great resources to exert their power and influence on the international arena.

Strong states, with large economic, technological and military resources, can effectively use hybrid strategies to achieve their political and geostrategic goals. The ability to combine different aspects of influence allows them to maneuver in the conditions of the modern geopolitical landscape, where information transparency and technological development play a decisive role.
