Abstract

The article is devoted to the analysis of legal regulation of public procurement in Ukraine. The author researched the principles of public procurement, and proposed to include the principle of planning in their list. In this context, it is proposed to amend the Law of Ukraine "On Public Procurement".

Also analyzes the main changes in the procedure of public procurement in Ukraine, identifies the features of the process of open bidding, competitive dialogue and the negotiation process in the procurement of goods, works and services in order to meet the needs of the state and the territorial community. The introduction of an electronic procurement system has been considered, which increases the transparency of tenders due to free control by the public and entrepreneurs and allows saving budget funds. Simplification of the public procurement procedure was studied, which is an important step in bringing domestic legislation and business practices closer to the level of EU countries. It was investigated that the Prozorro system, which is an electronic platform that unites more than 35 thousand state and municipal institutions and enterprises (customers of goods, works and services) and about 250 thousand commercial companies (suppliers).
