Abstract

The article describes in all respects a person who commits corruption offenses. The relevance of the chosen research topic is due to the fact that in recent years many domestic laws have been adopted aimed at adapting anti-corruption criminal legislation to international standards. This is due to the social danger of acts related to the provision and receipt of illegal benefits and the spread of corruption in a transitional period of social development. At the same time, combating corruption requires a comprehensive study of this illegal phenomenon.

This is especially true of the process of forming areas for the prevention of criminal offenses committed by corrupt individuals. This position is due to the fact that the difficult economic and political situation in Ukraine requires an effective and well-established management apparatus. Even before the war in our country, corruption was one of the first and most pressing problems that needed to be addressed. Today, in the conditions of aggressive armed aggression of the Russian Federation against Ukraine, it is necessary to establish a state mechanism for regulating all areas of public activity in order to quickly repel the enemy. And it is necessary to begin with the characteristic of the persons committing corruption criminal offenses, after all, having defined their signs, it is possible to formulate directions of prevention of this kind of crime.

The purpose of the article is to analyze the doctrinal provisions, official statistics and the formation on this basis of the criminological characteristics of the person who commits corruption offenses.

Research methods: in the process of writing a scientific article the following methods were used: dialectical – to learn about certain processes, phenomena (in particular, in defining the concept of "criminological characteristics of persons who committed corruption offenses"), statistical – when analyzing official data on persons who committed a corruption criminal offense; systemic – when considering the typology of corruption criminals on moral and psychological grounds, etc.

The criminological characteristics of persons committing corruption offenses should be understood as a system of integral stable features, properties and characteristics of socio-demographic, moral and psychological, socio-role nature, which are inherent and fully reflect the person committing corruption offenses.

Based on the analysis of scientific work and official statistics, a criminological portrait of a person committing corruption offenses is formulated – a man 30–35 years old, most of whom hold a responsible position in the civil service, have higher education, high intelligence, constantly improving, leveling the importance of legal and moral norms are psychologically stable.
