Ways of reforming the system of protection of intellectual property in conditions of military threats

Тo determine the priority areas for improving the system of intellectual property protection in the postwar period of Ukraine's development.
Ukraine was, is and will be a country that had significant achievements and high scientific and technical potential for new technical achievements and materials in the field of biotechnology, radio electronics, electric welding, computer science, aircraft construction and more. After Ukraine underwent military intervention by Russia on February 24, 2022, it is understood that such intervention caused great material, technical, infrastructural and human losses to our country, which need to be restored in the postwar period. Accordingly, the economic and innovation progress of post-war Ukraine depends on the degree of involvement of intellectual products and innovative technologies, which poses new challenges to the system of legal regulation of intellectual property and inventive activity and the introduction of innovations.
Сomparative law, sociological, statistical, systematic, method of analysis and objective truth, etc. were used, making it possible to achieve this goal.
Тhe need to amend the current legislation on the legal regulation of the system of intellectual property protection and protection of intellectual property rights is proved. Appropriate changes will ensure the restoration of Ukraine's economy and infrastructure in the postwar period with the use of the latest technologies in technical, informational, architectural and other creative fields, namely, the regulation of the division of competence between bodies and organizations in the field of intellectual property and the settlement of the status of the High Court of Intellectual Property.
In order to improve the quality of patents, we believe that an inventory and evaluation of the intellectual property on the balance sheet of the company should be carried out with a view to their further commercialization. The issue of financing such creative activities from the budget that do not reflect the strategic goals of the Ukrainian state development in the postwar period deserves special attention, especially for utility models that have no practical value and are not inherently innovative solutions.
