CURRENT CHALLENGES IN THE LEGAL PROVISION FOR LOCAL BUDGET EXPENDITURES UNDER MARTIAL LAW

Article devoted to the topical issues of legal support for local budget expenditures under martial law. The author has analyzed the legal support for local budget expenditures under martial law and provided proposals for its improvement. It is noted that despite the significant challenges associated with a full-scale war, local governments in Ukraine have demonstrated an impressive ability to effectively manage financial resources. They have not only maintained budget stability but have also found ways to increase revenues, which has allowed them to ensure the uninterrupted functioning of vital sectors. In addition, local authorities have demonstrated high flexibility, quickly adapting to changing conditions and developing new mechanisms for providing services. Thanks to these efforts, communities have received the necessary support even in the most difficult periods, which indicates a high level of professionalism and responsibility of local authorities. It is concluded that along with new opportunities, significant challenges have also arisen. The decline in economic activity has led to a decrease in revenues of budgets at all levels, which, in turn, has led to an increase in the deficit and made it difficult to service the public debt. Under conditions of limited resources, the issue of effective use of funds becomes particularly relevant. Every hryvnia should be directed to solving the most urgent problems: strengthening defense capabilities, restoring critical infrastructure, providing humanitarian aid, and supporting the economy. Scientific research in the field of budgeting is becoming of strategic importance. They should be aimed at developing effective mechanisms for the distribution and use of budget funds, as well as at forming a powerful case for attracting international financial assistance for Ukraineʼs recovery. This will ensure the countryʼs defense capability, support the livelihoods of the population, and restore infrastructure damaged as a result of hostilities.
