PROSPECTS OF THE DEVELOPMENT OF THE AGRICULTURAL LANDS MARKET IN UKRAINE

The paper is dedicated to issues of prospects of the development of the agricultural lands market in Ukraine. There is mentioned, the agricultural lands market in Ukraine is one of the most significant sectors of the agriculture and land relations. During last years, this market transformed significantly due to the entry into force of truly “revolutionary” legislative and
regulatory acts, as well as reforms in the agricultural sector. There is emphasized, the agricultural lands market can become an effective economic mechanism as well as field of the composition of private and public interests in short terms prospects. At the same time, in the point of view of public and legal regulation, "managing" the development of the agricultural land market in Ukraine, monitoring the conclusion of relevant transactions and determining the regulatory and legal valuation of land (so that it is not artificially low), compliance with the terms of already concluded contracts, and the spread of rent as a contractual mechanism for the use of agricultural land resources remains important.
There is outlined, Among the important challenges related to the development of the agricultural land market in Ukraine are the application of temporary measures and restrictions related to land resources in the temporarily occupied territories of Ukraine, ensuring the rights of their owners and users, providing legal guarantees to owners of land plots temporarily withdrawn for the construction of fortification lines caused by the need for military operations and regulatory definition of the special legal status of these lands, determining the specifics of land use. Strict compliance with antitrust laws is an important component of the agricultural lands market. Current regulative acts and procedures aimed at the improvement of the mechanism of checking new land owners and limiting the concentration of land in the hands of one entity, have to be improved.
