Abstract

This scientific article considered the forms of placement of orphans and children who for certain reasons lost parental care: adoption, guardianship and care, foster care, foster family and family-type orphanage. It was determined that the priority direction of the family policy of our state is the development of the family form of placement of children and, accordingly, family upbringing.

The characteristics of the forms of placement of children left without parental care, which provide comprehensive measures for the child's physical, emotional and social well-being, in particular, access to education and social development, are characterized and outlined. In particular, it was determined that the most common is adoption, which equates an adopted child with a native child, providing the child with a new stable environment and the legal status of a family member.

A comprehensive approach was used in the context of the development of optimal forms of placement of orphans in war conditions, taking into account the peculiarities of domestic policy, legislation and challenges associated with military actions and humanitarian crises.

The foreign experience of countries such as Great Britain, Poland, Switzerland, and Australia was studied, and the prospects and relevance of its implementation in Ukraine were analyzed.

Attention is focused on such forms of placement of children as the foster family, which is popular in Great Britain, which includes: emergency care, short-term and long-term stay in the family, investigative care; institutions for the temporary stay of children with the provision of various support in Poland; the transfer of children to guardian parents immediately after birth, which helps to reduce the number of children who end up in orphanages in Switzerland; as well as a priority form of family upbringing and the provision of assistance to parents to fulfill their parental responsibilities in Australia.

It is emphasized that the goal of family state policy should always be to provide children with proper upbringing and care in the family environment.
