Abstract

The article is devoted to the analysis of the content of the Olympic Charter as the main regulatory act containing the fundamental principles and integral values of Olympism; determines the basic rights and duties of the International Olympic Committee, international federations and national Olympic committees, organizing committees of the Olympic Games.

During the analysis, theoretical (analysis, synthesis, generalization, systematization) and empirical (observation, classification) methods were used. The article also uses methods of statistical, comparative analysis, dialectic, extrapolation, etc.

Based on the analysis of international treaties in the field of human rights, the Olympic Charter, it was established that the mechanism of protection of individual and citizen rights in the field of international sports legal relations is not effective. It has been proven that the content of the structural elements of the Olympic Charter currently does not meet the requirements of the time. In its current version, the Olympic Charter does not fully ensure the fulfillment of tasks by the International Olympic Committee related to the introduction of sanctions against the aggressor country. The Charter does not provide for harsh sanctions for violations of Olympic principles, etc.

Specific proposals have been developed to improve the structural elements of the Olympic Charter, which will allow for the formation of an effective mechanism for the protection of human and citizen rights and prevent the aggressor country from participating in Olympic competitions.
