Abstract

The article is devoted to the issues of doctrinal understanding of the concept and features of public information. The author emphasizes that public information is an important element of ensuring openness and transparency of government, as well as a means of ensuring the possibility of public control over the activities of government authorities. The right to access public information is one of the main principles of democracy and the rule of law. The Law of Ukraine "On Access to Public Information" stipulates that everyone has the right to access public information that is in the possession or under the control of public authorities, local self-government bodies, enterprises, institutions, and organizations that perform public tasks. The author emphasizes that scientific research into the nature of public information is an important area of cognition of social processes and interaction between civil society institutions, individuals and public authorities by administrative law science. Research in this area includes the study of the impact of information on society, for example, how public information affects different social groups and how it is used to form beliefs and psychological incentives for people's behavior. In modern legal science, there are general (broad) and special definitions of the concept of public information. One of the main principles of public information is its openness and accessibility to anyone who wants to use it. This helps to ensure transparency of governance and democracy in society, and also provides an opportunity to use this information for the development of science, business and other areas of activity. From the perspective of public administration, such information is an important resource and result of the administration process. Important features of public information are its reliability, openness, widespread digital form, and connection with administrative procedures, which were obtained or created in the course of performing their duties by public authorities.
