NATIONAL ENTERPRISES DURING THE WAR PERIOD AND GOVERNMENT SUPPORT MEASURES

The purpose of the article is to analyze the state of domestic enterprises during the war and state measures that supported their functioning.
The main tasks are to determine the trends of the domestic economy, the problems of the functioning of domestic enterprises, the risks and challenges that enterprises will face in the post-war recovery period, the assessment of forms of state support and the identification of directions that require priority development in the period of post-war development.
The research method is a method of scientific analysis, comparative analysis of qualitative and quantitative data.
The results. The article examines Ukraine's financial problems during the war, identifies a significant drop in GDP and industrial production due to the actual loss of part of the production potential. Disruption of supply and sales chains, rising costs of production processes, and inflationary trends were among the key drivers of problems in the financial sector. The difficulties faced by enterprises due to the decrease in demand for products, lack of financing and the need to move were analyzed. It was found that the majority of companies intend to continue their activities in Ukraine in 2023. The measures taken by the state to support the functioning of business in the conditions of the risks of production reduction, increased instability, destruction of infrastructure and loss of business are analyzed. Such challenges of large enterprises as access to new markets and foreign capital, and corrupt state institutions and the tax burden for SMEs have been identified. To support the functioning of enterprises in 2023, the government took a number of measures at the expense of the funds of the reserve fund to stimulate the development of entrepreneurship. Among the measures that contributed to strengthening the stability of entrepreneurship in wartime were the expansion of export opportunities, financial support for business from the state and financial organizations, and foreign aid. The article argues that the design of such programs needs to be updated by expanding the financial instruments available to borrowers and attracting additional resources.
The value of the research lies in the determination of the most effective measures of state aid in the crisis war period, which will allow developing the theory of crises. The obtained results emphasize the importance of strengthening state regulation in unstable periods.
